Next Step for Richardson, Change the Code of Ethics

During the past month, people have been upset about the mayor and what she has done.

Lot of people are reasonably upset the she wasn’t found “guilty” of violating the ethics code. Because after all, having a personal relationship with a developer with business before the council seems totally unethical.

But in the case, the code of ethics laid out by the state and especially with the city in their Code of Protection as it is called by many people.

The Richardson Code of Ethics needs to be changed.

Most ethics codes should include a clause with something to the effect of, if you bring shame and embarrassment to an organization, which will be a violation of the ethics policy. Richardson Code of Ethics has no such clause. It needs that provision added.

Second, all city business and communications between council members and the citizens, or a developer, must go through the city server. No exceptions.

If a council member receives and email from a citizen, the reply must go through the city email server where it can be preserved for at least 7 years or so. The city pays for the ipads the council uses, so anything on their ipads should be subject to freedom of information requests.

Another change I would be in favor of, no discussion of city business on their personal cells phones. Laura has said that the city pays for her cells phones since they are needed for city business. That is fine by me. But if the city pays for the cell phones, then anything on them should also be subject to freedom of information requests.

There is a request in right now for cell phone records Laura is fighting. She doesn’t want the public to know that during a 3 month period, there were over 600 call between her and Jordan’s cell phone.

So, those are some of the suggestions for change to the code of ethics. I am sure others also have some great suggestion.

Let’s use the method mentioned in http://dc-tm.blogspot.com/2015/05/solution-to-we-cant-respond-during.html to start some effective communications with our council members.

    Rumor has it that Mark's were not the first extra marital liaisons by Mayor Mascara......

    1. No, it wasn't. Supposedly he was in an affair with someone named Sarah before him and mascara. Dudes gets around. If rumors are true about mascara and Jordan getting married, that is proof of bad judgment. You don't marry a cheater. Will end bad.

  5. No legal term exists for "shame and embarrassment." How do you possibly define that when it's so subjective? What shames you might not shame me. And I'm sorry for all of you who think the FBI is "on it." The FBI covers federal crimes across state divisions, not minor inner city crap. Laura may have been stupid but that is not going to change the Pallisades vote nor get it retracted. Give it up.

    1. How do you define something that is shameful or would embarrass the city? Doing something shameful or embarrassing. Pretty simple. Ethics.

    2. Shame and embarrassment" is subjective, as you state.  It would appear that Ms. Maczca's actions, and the balance of the Council apparently condoning same through their silence, have indicated an extremely low threshold of "shame and embarrassment".

      Oh-and you might pass on to John Wiley Price that he doesn't have to worry about the FBI as they don't get involved in "inner city crap".  The agents working that case must be imposters.

    3. They (the FBI) are interested in any public corruption and while an interstate nexus isn't necessary to prosecute this in Federal court, there is plenty of interstate aspects to the case. The Bureau is investigating the whole sordid mess, so if you have information, contact them at 972-559-5000 and ask for one of the Public Corruption Squads.

    1. That is correct! And they are just starting to look. Should be a very interesting and relatively easy case to ferret out the corrupt acts of the group...and it is a group.

  7. Sounds like Mr. sloppy seconds and Mayor floozy have much to atone for. But before they get any redemption they will have to drop the innocent act and fess up.

    Before the justice system gets finished with those two the city hall gang will have moved on to the next scam. With any luck, the law enforcement sleuths will discover and prosecute the tangled web of lies, deceptive Federal funding and misappropriations from transportation projects, land flips and outright fraud.

    So sorry to see Mr. Shepherd involved with this disillusion. He must really be starving for work.

  8. How soon we forget about that photo of the document destruction trucks rolling up on city hall over the weekend when Slagel, Keffler, et.al. ordered the shredding of years of evidence. That is the crooked history of Richardson that will never be disclosed.

  9. Next step: Elect Rick Wilder then influence Council to appoint new, unsullied by the Coalition, person to fill out the Council.

  10. Rick's chances of winning are not very good, even less a chance he can influence other council members of anything if he IS elected! He's not a very strong candidate!

  11. so mayor mascara voted on the palisades development agreement in Sept 2014 while banging her new boyfriend who was also cheating on his spouse...or maybe jordan was just cheating on his mistress sarah....

    1. Is it any surprise there would be an active effort to hide that kind of detail from the good people of Richardson? Follow the money. The only money Laura had was in the form of the city's credit card. Check out the statements and ask for details. See how fast they can't tell you the purpose for the money was spent.

    1. Not "kids" literally, people who are simple minded like children. They just can't conceive of the vulgarity going on in town. Nobody talks about it in polite company because it is vulgar. Consequently, there is an army of devoted simpletons who line up for the free meals.
